Prohibits the Governor from banning alcoholic beverage sales before 12:00 a.m. during a declared emergency for holders of on-premises beer/wine permits, winery permits, brewpub permits, brewery permits, liquor by the drink licenses, and special event permits

Prevents alleged violations of gubernatorial emergency proclamations from being used as grounds to suspend or revoke the specified alcohol-related licenses

Amends Section 25-1-440 of the South Carolina Code relating to the Governor's powers during declared emergencies
