Authorizes counties and municipalities to permit Sunday sales of alcoholic liquors by licensed retail dealers if approved by a majority vote in a local referendum

Establishes a $100 nonrefundable filing fee and $3,000 annual permit fee for Sunday liquor sales, with fees distributed to the county or municipality where the retailer is located

Requires referendums to be initiated by petition of 10% (but not more than 7,500) of qualified electors, or by ordinance of the local governing body, with referendums limited to once every 48 months

Maintains existing prohibitions on alcoholic liquor sales on Christmas Day and during periods proclaimed by the Governor for law and order or public morals

Establishes penalties for violations: $200 fine or 60 days imprisonment for first offense, up to $2,000 fine or 2 years imprisonment for third or subsequent offenses
