Expands eligibility for free tuition at South Carolina state-supported colleges for children of wartime veterans by adding a new qualifying pathway if the child has been a South Carolina resident since birth

Currently requires the veteran to have been a South Carolina resident at time of service entry, during service, or for at least one year before death; the new provision offers an alternative residency qualification through the child

Extends in-state tuition rates to retired military personnel and honorably discharged veterans and their dependents, removing the previous requirement that active duty members be currently stationed in South Carolina

Eliminates the 12-month residency requirement for discharged veterans to qualify for in-state tuition rates

Takes effect upon approval by the Governor
