Prohibits all abortions in South Carolina except in cases of medical emergency or to prevent death/serious risk of substantial and irreversible impairment of a major bodily function of the pregnant woman

Establishes felony penalties of up to $10,000 fine and/or 2 years imprisonment for performing, inducing, or prescribing means of abortion in violation of the act

Repeals existing exceptions for rape, incest, and fatal fetal anomalies that were part of the previous "Fetal Heartbeat and Protection from Abortion Act"

Eliminates the judicial bypass procedure that previously allowed minors to obtain abortions without parental consent through court approval

Explicitly exempts contraceptives, intrauterine devices, emergency contraception (excluding mifepristone and misoprostol), and assisted reproductive technologies like IVF from the abortion prohibition, though selective reduction remains prohibited except to save another unborn child
