Authorizes law enforcement officers, circuit solicitors, and the Attorney General to require electronic communication service providers to disclose stored communications, transactional records, and subscriber information in accordance with federal law procedures

Empowers South Carolina courts to issue statewide search warrants and court orders for production of stored electronic communications and related records under 18 U.S.C. Section 2703(d)

Allows the Attorney General, circuit solicitors, or SLED to issue subpoenas for electronic subscriber records when relevant to an ongoing criminal investigation

Requires South Carolina-based electronic service providers to comply with valid subpoenas, court orders, or warrants issued by other states for customer records, usage data, and communication content

Provides immunity from civil and criminal liability for service providers who disclose information in good faith pursuant to valid legal process, while making intentional violations punishable as contempt of court
