Expands the definition of "personal vehicle" for transportation network company (TNC) drivers to allow vehicles that are registered as charter limousines with the Public Service Commission or as limousines/for-hire vehicles with county or city authorities

Removes charter limousines and for-hire vehicles from the list of prohibited vehicle types that TNC drivers cannot use

Modifies the definition of "prearranged ride" to remove the exclusion for limousines and for-hire vehicles operating under Public Service Commission certificates or local government licenses

Allows TNC drivers (such as Uber and Lyft drivers) to use professionally licensed limousines and for-hire vehicles on TNC platforms, rather than restricting them to personally-owned standard vehicles
