Requires the State Auditor to annually audit all counties, county agencies and offices, municipalities, municipal agencies and offices, judicial offices, and school districts in addition to state agencies

Removes the qualifying language "to the extent practicable and consistent with his overall responsibility" from the State Auditor's auditing mandate, making annual audits mandatory

Repeals Section 4-9-150 (county audits), Section 5-7-240 (municipal audits), Section 59-17-100 (school district audit reports), and Section 11-7-25 (periodic audits of certain county and municipal offices) to consolidate audit authority under the State Auditor

Takes effect upon approval by the Governor
