Proposes adding Section 26 to Article I of the South Carolina Constitution establishing a fundamental right to reproductive freedom, including decisions about prenatal care, childbirth, contraception, sterilization, abortion, miscarriage management, and infertility care

Requires any restriction on reproductive freedom to be justified by a compelling state interest and achieved through the least restrictive means

Permits state regulation of abortion after fetal viability, but prohibits banning abortions when a healthcare professional determines the procedure is medically necessary to protect the life or physical or mental health of the pregnant individual

Prohibits the state from penalizing, prosecuting, or taking adverse action against individuals for pregnancy outcomes (including miscarriage, stillbirth, or abortion) or against those who assist someone in exercising reproductive rights

Requires the proposed constitutional amendment to be submitted to voters at the next general election for representatives
