Redefines "criminal gang" as three or more persons (reduced from five) engaged in criminal gang activity, and expands the list of qualifying offenses to include identity fraud, computer crimes, retail theft, and any felony or weapon-related offense

Creates new criminal offenses for participating in gang activity, holding gang leadership positions, recruiting members, and threatening witnesses or those attempting to leave gangs, with penalties of 5-20 years imprisonment and fines of $10,000-$15,000

Establishes comprehensive anti-racketeering provisions making it unlawful to acquire property through racketeering, participate in enterprises through racketeering activity, or conspire to commit racketeering, with penalties of 5-20 years and fines up to three times pecuniary gain

Authorizes civil forfeiture of all property used in or derived from gang or racketeering activity, including firearms, money, communications, and assets, with proceeds going to the State

Allows injured persons or the State to bring civil actions seeking treble damages, attorney's fees, and injunctive relief against gang members or racketeering violators, with convictions creating estoppel in subsequent civil proceedings
