Removes the definition of "witness" from the crime victim services training article and updates the definition of "victim service provider"

Expands the definition of "criminal offense" for victim/witness services to include property that is stolen, damaged, or destroyed, removing the previous $1,000 minimum threshold and exclusions for fraudulent checks

Removes an obsolete reference in the "most serious offense" list related to criminal sexual conduct with minors involving consensual conduct exceptions
