Amends Rule 5.1 of the South Carolina House of Representatives rules regarding introduction and referral of bills and resolutions

Requires bills or resolutions sponsored by a majority of the House (63+ members) to be placed directly on the House calendar for consideration, bypassing committee referral

Maintains existing procedures allowing the Speaker to refer legislation to appropriate committees and delay referral for one legislative day to review subject matter

Preserves requirements that appropriations bills go to Ways and Means Committee and study committee bills first go to the appropriate standing committee

Reorganizes the existing rule into lettered subsections (a-e) while adding the new majority-sponsor provision as subsection b
