Adds text messaging to the list of prohibited forms of 911 abuse, making it unlawful to text 911 in such volume as to disrupt emergency service

Retains existing prohibitions against using profane or harassing language on 911, calling to annoy dispatchers, failing to hang up to disrupt service, and making false reports

Violation constitutes a misdemeanor punishable by up to 6 months imprisonment, a fine up to $200, or both

Amends Section 23-47-80 of the South Carolina Code of Laws
