Defines "person" under South Carolina homicide and assault laws to include an unborn child at every stage of development from fertilization until birth

Allows prosecution for homicide or assault against an unborn child under the same standards, defenses, and immunities that apply to crimes against born persons

Provides a defense for mothers who harm their unborn child only if compelled by threat of imminent death or great bodily injury

Exempts from prosecution unintentional deaths resulting from life-saving medical procedures for the mother (when reasonable steps are taken to save the child) or spontaneous miscarriage

Shields licensed physicians and healthcare providers from criminal liability for mistakes or unintentional errors in patient care

Grants the Attorney General and solicitors concurrent authority to prosecute these cases; supersedes existing abortion regulations to the extent of any conflict
