Establishes the process for South Carolina's General Assembly to appoint seven commissioners (plus one alternate) to represent the state at an Article V constitutional convention for proposing amendments

Sets commissioner qualifications including U.S. citizenship for at least 5 years, South Carolina residency for at least 5 years, minimum age of 25, and prohibitions on former federal employees, lobbyists, or those with felony convictions within specified timeframes

Creates a three-member advisory committee of legislators to monitor commissioners, provide guidance on authority limits, and recommend removal if commissioners exceed their scope of authority

Restricts commissioners from voting to alter individual liberty guarantees in the Constitution, Bill of Rights, and specific amendments (13th, 14th, 15th, 19th, 23rd, 24th, and 26th)

Makes it a felony punishable by up to $1,000 fine and one year imprisonment to bribe, threaten, intimidate, or obstruct a commissioner in performing their duties
