Expands the definition of "public member" to include persons who are both nominated and appointed to noncompensated part-time positions on boards, commissions, or councils

Requires governmental entities to file an Entity Listing form with the State Ethics Commission between January 1-15 annually, identifying all officials, members, and employees required to file statements of economic interests

Mandates governmental entities notify the State Ethics Commission within 30 days when a person required to file a statement of economic interests leaves their position

Allows nominees to noncompensated part-time state board positions to file confidential economic interest statements that become public only upon appointment

Provides a 10-day grace period for public members to file initial statements of economic interests after receiving certified mail notice from the State Ethics Commission without being in violation of ethics requirements
