Creates the offense of criminally negligent storage of a firearm when a child (under 18) gains access to a loaded firearm that was not properly secured in a locked container or with a trigger lock

Basic violation is a misdemeanor punishable by up to $1,000 fine and/or up to 1 year imprisonment; if a child discharges the firearm causing death or serious bodily injury, penalties increase to up to $2,000 fine and/or up to 3 years imprisonment

Provides affirmative defenses when the child's access was supervised by an adult for lawful purposes, used for lawful self-defense, or resulted from unlawful entry by another person

Delays arrest for 7 days if the violator is an immediate family member of a child who caused death or serious bodily injury to themselves with the discharged firearm

Requires firearm retailers to post warning signs in letters at least 1 inch tall about unlawful storage and provide written warnings to purchasers, with violations punishable by $1,000-$5,000 fine
