Amends South Carolina's wiretapping law (Section 17-30-30) to require all parties to consent before intercepting wire, oral, or electronic communications, changing from the previous one-party consent standard

Applies the all-party consent requirement to both persons acting under color of law (such as law enforcement) and private individuals not acting under color of law

Maintains the existing exception allowing Federal Communications Commission employees to intercept radio communications during normal monitoring responsibilities

Includes a savings clause preserving any pending actions, rights, or prosecutions under the previous law

Takes effect upon approval by the Governor
