Amends Section 17-30-30 of the South Carolina Code to require all parties to consent prior to the interception of wire, oral, or electronic communications, changing from the previous one-party consent standard

Applies the all-party consent requirement both to persons acting under color of law (such as law enforcement) and to private persons not acting under color of law

Preserves existing exceptions allowing Federal Communications Commission employees to intercept communications in the normal course of enforcing FCC regulations

Does not affect pending actions, rights, duties, or liabilities that existed under the previous law before the act takes effect

Takes effect upon approval by the Governor
