Requires all law enforcement agencies to report incident reports, orders of protection, domestic violence incidents, and any situation where a person may be prohibited from possessing firearms to SLED within 24 hours

Establishes a 5-day waiting period for firearm transfers when the National Instant Criminal Background Check System (NICS) does not provide an immediate approval or denial, preventing dealers from completing sales until either receiving a unique identification number or 5 days have passed without NICS indicating the sale would violate law

Creates criminal penalties for violating the new background check waiting period requirements: misdemeanor conviction with up to 3 years imprisonment, up to $1,000 fine, or both
