Mandates law enforcement responding to boating accidents with deceased or unconscious victims to prepare incident reports, secure the scene, conduct immediate investigations, and seek additional agency assistance if needed

Requires Department of Natural Resources to obtain State Law Enforcement Division (SLED) assistance when investigating boating accidents involving deceased or unconscious victims

Mandates breath tests for vessel drivers in boating accident investigations, and requires coroners and emergency medical services to report boating accident deaths/traumas to DNR and SLED

Requires DNR to provide physical addresses and GPS coordinates for all public boat landings to law enforcement and first responders, and to post visible identification signs at boat landing entrances

Prohibits solicitors from prosecuting law enforcement officers within their own circuit; such cases must be referred to the Attorney General's Office
