Requires the Law Enforcement Training Council to develop uniform standards for state and local law enforcement agencies establishing mediation programs to resolve misconduct complaints

Standards must address: types of misconduct eligible for mediation, mediator qualifications and training requirements, rights and duties of both complainants and officers, impact of mediator decisions, and procedures when mediation fails

Mediators are prohibited from having any power to influence the outcome of mediation proceedings

Law Enforcement Training Council must develop and offer training programs for mediators

Law enforcement agencies that fail to comply face penalties under Section 23-23-100
