Minors charged under this section face misdemeanor charges in family court if they have no prior sex offense adjudications, with potential behavioral health counseling as a condition

Adds this new offense to the Sex Offender Registry as a Tier I offense, though minors adjudicated in family court are exempt from registration requirements

Clarifies that sex offenders may apply for registry removal after 15 years (Tier I) or 25 years (Tier II) from either the registration date or discharge from incarceration/supervision, whichever is later
