Establishes nonpartisan open primaries for all county, state, and federal offices (except President and Vice President), where all candidates appear on a single ballot regardless of party affiliation and the top two vote-getters advance to the general election

Allows candidates to voluntarily display a political party affiliation on the ballot, but clarifies this does not constitute an endorsement or nomination by that party

Permits write-in candidates in the nonpartisan open primary, but prohibits write-in votes in the general election for offices using this primary system

Eliminates straight-ticket voting, party conventions for nominations, and the requirement for candidates to file a party pledge

Repeals existing sections governing convention nominations, party pledge filing requirements, and runoff primaries, with primary elections to be held on the second Tuesday in June of each general election year
