Defines "identifiable minor" as a person who was a minor when the image was created and is recognizable by face, likeness, birthmark, or other distinguishing feature, without requiring proof of actual identity

Creates a misdemeanor exception for minors charged with their first offense involving morphed images, allowing cases to be heard in family court with potential behavioral health counseling

Adds first, second, and third degree sexual exploitation of a minor to the Sex Offender Registry as Tier II offenses, with morphed image offenses classified as Tier I; adjudicated minors are exempt from registration requirements for morphed image offenses

Clarifies that offenders may request termination of sex offender registration after 15 years (Tier I) or 25 years (Tier II) from either the registration date or discharge from incarceration/supervision, whichever applies
