Requires all South Carolina legislative committee meetings (including standing, subcommittee, ad hoc, Judicial Merit Selection Commission, and study committees) to be livestreamed on the General Assembly's website and archived for later viewing

Mandates that committee records, circulated documents, and meeting minutes be posted to the General Assembly's website within 24 hours after each meeting concludes

Requires meeting minutes to include individual vote records for each member, even for voice votes

Requires all school district board of trustees meetings to be livestreamed on the district's website and archived for subsequent viewing

Takes effect upon Governor's approval
