Requires South Carolina's two U.S. Senators to appear annually before a joint session of the General Assembly on March 26th (or the next session day) to discuss congressional actions, justify their voting records, and address matters affecting the state

Establishes a 12-member Joint Legislative Committee on the United States Senate, with six members from each chamber, to oversee senator accountability and review their performance

Mandates U.S. Senators submit certified copies of their complete voting records to the committee at least 30 calendar days before the annual meeting, beginning in 2026

Requires the Senior U.S. Senator to maintain routine contact with committee cochairs and directs the committee to poll General Assembly members on pending Senate legislation, treaties, and appointments

Directs the committee to publish annual reports evaluating each senator's voting record for compliance with the U.S. Constitution, specifically identifying any votes the committee determines were unconstitutional
