Allows expungement of first-offense nonviolent crimes after 10 years from conviction date, provided the person has no pending charges and no additional convictions during that period

Permits expungement of first-offense nonviolent drug crimes after only 3 years for individuals who successfully complete a drug treatment court program

Limits expungement under these provisions to one time per person; South Carolina Law Enforcement Division must maintain a nonpublic record of expunged offenses to prevent abuse

Requires drug treatment court judges to verify eligibility and sign off on expungement applications for drug treatment court participants before the circuit court judge approves

Adds these new expungement categories to the existing list of offenses eligible for expungement administered by solicitors' offices
