Enacts the Social Work Interstate Compact allowing licensed social workers (clinical, master's, and bachelor's levels) to practice across member states through a multistate authorization without obtaining separate licenses in each state

Establishes eligibility requirements for an interstate compact license including holding an active unencumbered license in a home state, passing a qualifying national exam, graduating from an accredited social work program, and completing supervised practice for clinical licensure

Creates the Social Work Compact Commission as a joint governmental agency to administer the compact, establish rules, maintain a data system for licensure and disciplinary information, and assess fees on member states and licensees

Requires applicants for initial social work licensure or compact participation to undergo fingerprint-based state (SLED) and federal (FBI) criminal background checks, with costs borne by the applicant

Allows member states to take adverse action against a social worker's multistate authorization for violations within their jurisdiction, while only the home state may take action against the home state license itself
