Extends the sunset date for Section 57-5-880 from July 1, 2026 to July 1, 2031, continuing requirements for who pays utility relocation costs during transportation improvement projects

Requires entities undertaking transportation projects to pay up to 4% of original construction bid amount to relocate water and sewer lines for large public utilities

Mandates that transportation project entities pay 100% of relocation costs for small public utilities (serving populations under 30,000)

Estimated cost to the Department of Transportation is approximately $34,000,000 over the extension period based on an estimated 280 large and small utility relocations
