Requires the State Election Commission to provide administrative assistance, staff support, and guidance to county boards of voter registration and elections regarding post-election processes including ballot counting, canvassing, adjudication, audits, certification, and recounts

Mandates the State Election Commission to immediately intervene and assume oversight of a county's post-election processes when noncompliance could negatively impact election result accuracy or the ability to meet certification deadlines

Authorizes intervention only when the commission determines it has the capacity and resources to remedy the county board's noncompliance

Transfers responsibility for certifying election results to the State Election Commission if a county board fails to certify results by the legal deadline

Allows the commission to decertify county election officials or employees for negligent noncompliance and recommend termination for willful violations
