Changes the method for electing Clarendon County School District Board of Trustees members from a nonpartisan plurality system to a nonpartisan election and runoff system

Requires the Clarendon County School District Board of Trustees to submit its proposed annual budget to the Clarendon County Council for approval, starting with Fiscal Year 2025-2026

Mandates budgets be submitted in line item form by May 31st each year, including itemized salaries for all administrators and department heads

Requires line item reconciliation at fiscal year end with detailed accounting of fund usage and any surpluses or deficits included in the superintendent's annual report

Amends Act 106 of 2021, which originally consolidated school districts in Clarendon County into the Clarendon County School District
