Expands South Carolina law to allow home school and Governor's school students to participate in public school cocurricular activities, extracurricular activities, and career and technical education (cosmetology, welding, vocational programs) in addition to existing interscholastic activities

Prohibits school districts from charging home school or Governor's school students participation fees or costs beyond what full-time enrolled students pay for the same activities

Requires home school students participating in public school activities to be counted in the district's average daily attendance based on time spent in the public school

Removes the previous requirement that home school students must have been home schooled for a full academic year before participating in interscholastic activities

Mandates the State Department of Education develop model guidelines within 120 days for home school participation, including capacity standards, application requirements, and approval criteria, with potential withholding of administrative funding for non-compliant districts
