Prohibits operating a motor vehicle while using a cellular telephone, pager, personal digital assistant, or other wireless communication device when the vehicle is in motion

Exempts devices equipped with and operated using hands-free mechanisms

Violation is classified as a misdemeanor punishable by up to 30 days imprisonment, a fine up to $500, or both

Adds new Section 56-5-3895 to South Carolina Code of Laws

Takes effect upon approval by the Governor
