Expands the scope of the Surface Water Study Committee (created by Proviso 117.184 in Act 226 of 2024) to include studying the current state of groundwater in South Carolina, in addition to its original surface water focus

Extends the deadline for the committee's report to the General Assembly from March 1, 2025, to March 2, 2026

Requires no additional state expenditures, as the Department of Environmental Services and both legislative bodies indicate work can be managed within existing appropriations

Maintains all other provisions of the original Proviso 117.184, with this joint resolution controlling only where conflicts exist
