Requires all public school districts and charter school boards of trustees to develop and implement a Cardiac Emergency Response Plan (CERP) addressing sudden cardiac arrest emergencies on school grounds and at athletic events.

Mandates that automated external defibrillators (AEDs) be accessible at all public school campuses and athletic venues, both on-site and at off-campus events, with proper signage and unlocked access.

Requires all athletics coaches to obtain and maintain training in cardiopulmonary resuscitation (CPR), first aid, and AED use consistent with evidence-based emergency cardiovascular care guidelines.

Provides civil and criminal liability immunity for schools, districts, charter schools, employees, and volunteers who act under the CERP requirements, except in cases of gross negligence or willful misconduct.

Takes effect July 1, 2026, with implementation beginning in the 2027-2028 school year, subject to funding from the General Assembly or South Carolina Department of Education.
