Requires the clerk of court (rather than just "the court") to issue a bench warrant when a defendant violates the conditions of release on bond

Mandates written or electronic notice of the bench warrant to all parties bound in the recognizance within 30 days of issuance

Forfeits the bond if the surety fails to surrender the defendant or place a hold on the defendant's release within 90 days of the bench warrant being issued

Allows courts to remit forfeiture judgments in whole or part based on justice considerations, including costs to the state/county/municipality and law enforcement efforts to locate the defendant

Permits sureties to pay estreatment in installments over up to 6 months with a 4% handling fee, with liability relieved if the defendant is surrendered and recommitment procedures are followed
