Adds the Attorney General or his designee to the list of persons authorized to be present as witnesses at executions in South Carolina

Renumbers existing provisions in both Section 1-7-920 (Commission membership) and Section 24-3-550 (execution witnesses) to accommodate the new additions

Removes transitional language regarding initial staggered appointment terms for solicitors on the Commission on Prosecution Coordination

Takes effect upon approval by the Governor
