Reduces the minimum vehicle sales threshold for dealer license plates from twenty to fifteen sales in the preceding twelve months.

Extends wholesale motor vehicle auction licenses from 12 months to 36 months and increases the license fee from $50 to $150.

Redefines "bus" as a motor vehicle designed for carrying more than sixteen passengers (previously ten passengers) for transportation purposes.

Extends temporary license plate validity from 45 days to 60 days and establishes a new "rental trailer" category with separate license plate provisions.
