Establishes the South Carolina Science, Technology, Engineering, and Mathematics (STEM) Coalition by combining the existing SC Coalition for Mathematics & Science and S2TEM Centers SC to build public-private partnerships for workforce development

Creates the SC STEM Education Fund in the State Treasury to receive appropriations, donations, and grants, with funds carrying forward year to year and managed through Clemson University

Forms an 11-member SC STEM Coalition Advisory Council chaired by the Executive Director of the Department of Employment and Workforce, with members appointed by the Governor, legislature, and education leaders to approve expenditures and oversee coalition activities

Requires the coalition to coordinate K-12 and higher education STEM programs, provide professional development for educators, support interscholastic STEM competitions, and promote STEM career awareness through regional festivals and community engagement

Mandates annual reporting before July 1 to the Governor's office, State Superintendent, General Assembly education committees, and Education Oversight Committee on coalition outcomes and impact
