Enters South Carolina into the National Popular Vote Interstate Compact, which would award the state's electoral votes to the presidential candidate who wins the most votes nationwide rather than the candidate who wins South Carolina

The compact only takes effect when states totaling a majority of electoral votes (270+) have joined, and must be in effect by July 20th of an election year to apply to that election

Requires member states to determine and share official popular vote totals at least six days before the Electoral College meets, with the chief election official designating the "national popular vote winner"

Allows states to withdraw from the agreement, but withdrawals within six months of a presidential term ending don't take effect until the next president is qualified

Repeals existing South Carolina statutes (Sections 7-19-70, 7-19-80, 7-19-90, 7-19-100, and 7-19-120) relating to presidential electors
