Requires the South Carolina Office of the Attorney General to make inkless, in-home fingerprint and DNA identification kits available to all school districts and open-enrollment charter schools for distribution to parents of K-12 students upon request.

Transfers responsibility for kit distribution from the Department of Education to the Attorney General's Office, while requiring the Department of Education to provide annual student counts by district to determine kit quantities needed.

Makes kit availability mandatory rather than upon district request, though parents must still request kits to receive them.

Requires no additional state expenditure, as existing law prohibits the Department of Education from spending funds on kits unless expressly appropriated by the General Assembly.

Takes effect upon Governor's approval.
