Prohibits the intentional injection, release, or dispersion of chemicals, substances, or energy frequency manipulation in South Carolina's atmosphere to affect temperature, weather, sunlight intensity, or storm intensity

Establishes felony penalties for violations: up to 10 years imprisonment and fines of at least $500,000 per day of violation

Exempts cloud seeding conducted under publicly approved contracts from the prohibition

Requires the Department of Environmental Services to provide public information on health and property effects of atmospheric chemical releases, with no FOIA exemptions applying to documents on stratospheric aerosol injection

Authorizes private citizens to sue the federal government for health and property destruction, with civil and criminal immunity (including whistleblower protection) for testimony provided
