Creates the "High Speed Pursuit Alternative Study Committee" to examine equipping South Carolina Highway Patrol vehicles with launcher devices that propel GPS tracking gadgets onto criminal suspects' vehicles as an alternative to high-speed chases

Committee consists of 7 members: 3 Senators appointed by the Senate Judiciary Committee Chairman, 3 House members appointed by the House Judiciary Committee Chairman, and the Director of the Department of Public Safety

Most senior Senate and House members on the committee serve as co-chairs, with staffing provided by the Senate and House Judiciary committees

Committee must submit recommendations to the General Assembly within 6 months of the resolution's effective date, at which point the committee dissolves

Takes effect upon Governor's approval
