Requires the Legislative Audit Council to conduct biennial audits of canteen operations at each facility

Mandates each prison or institution prepare an annual statement of operations during non-audit years, with copies posted at the canteen and available in facility libraries

Estimated to reduce Department of Corrections canteen revenue by $921,000 annually due to the lower markup requirement
