Requires the Department of Environmental Services to act on coastal permit applications within 90 days after determining the application is administratively and technically complete (30 days for minor developments)

Mandates the department request any additional technical information within 15 days after the public notice period ends; failure to do so means the application is considered complete

Establishes automatic approval of coastal zone consistency certifications if review is not completed within 30 days for dock permits or 90 days for all other permits

Authorizes the Department of Environmental Services to hire third-party independent engineers to assist with permit review duties

Requires the department to establish regulations for contractor qualifications based on available capital, experience, and past performance records
