Amends Section 33-36-1330 to establish a fixed seven-member board for public service districts converted from corporations, replacing the previous flexible structure of five to nine members

Changes the appointment process so the Governor appoints board members based on recommendations from the applicable county legislative delegation, rather than direct appointment by county legislative delegations

Establishes an apportionment formula where the number of board seats allocated to each county is determined by dividing the county's customer count by an "apportionate average" (total customers divided by seven board seats)

Board members serve four-year staggered terms with approximately half appointed or reappointed every two years; vacancies are filled for the unexpired term through the same appointment process

Takes effect upon approval by the Governor
