Allows licensed professional engineers in South Carolina to perform soil evaluations for conventional onsite wastewater systems without obtaining a separate soil classifier license, provided they complete the Department of Environmental Services' onsite wastewater training program and maintain appropriate bonding and insurance

Authorizes the Department of Environmental Services to revoke or suspend certifications of engineers who demonstrate incompetence, incorrectly classify soils, or falsify soil evaluation documentation

Establishes fines up to $1,000 per documented instance of incompetence, incorrect soil classification, or improper documentation, with collected fines deposited into the state general fund

Adds professional engineers certified under the new provisions to the list of persons exempt from licensure requirements under the Professional Soil Classifiers chapter (Section 40-65-40)
