Classifies bioenergy produced from biomass and agricultural harvesting as renewable and carbon neutral under state law

Designates bioenergy as carbon negative when paired with bioenergy with carbon capture and storage (BECCS), which permanently stores carbon dioxide from biomass energy generation

Adds new Section 48-23-185 to the South Carolina Code under the forestry chapter to establish these definitions and carbon status classifications
