Restricts device operation to a maximum speed of 10 mph in pedestrian areas and on highways, and prohibits use on roads with speed limits over 35 mph

Requires devices to be monitored by an operator at least 16 years old who can exercise remote control, and mandates equipment including owner identification, braking system, and front/rear lights for nighttime operation

Requires business entities operating these devices to maintain general liability insurance of at least $500,000 per claim

Allows local governments in Richland County to regulate time and place of operation but not prohibit use; the provisions automatically repeal three years after enactment
