Allows counties and municipalities in South Carolina to authorize Sunday sales of alcoholic liquors between 1:00 p.m. and 5:00 p.m. by licensed retail dealers, if approved by voter referendum

Requires the Department of Revenue to issue permits for Sunday liquor sales at a cost of $3,000 annually, with a $100 application fee; the permit fee is waived for owner-operated single-location retailers

Referendums may be initiated by petition of 10% of qualified electors (capped at 7,500 signatures) or by ordinance of the county/municipal governing body, with results certified to the Department of Revenue

Prohibits referendums on this issue more than once every 48 months in the same county or municipality

Maintains existing prohibitions on liquor sales on Christmas Day and during Governor-proclaimed emergency periods, with penalties for violations ranging from $200/60 days for first offense to $2,000/2 years for third or subsequent offenses
